CARMEL POINT, Monterey County — October 29, 2026. A commercial vacation-rental application at 26319 Scenic Road was approved by the Monterey County Zoning Administrator on April 30, 2026 after a disputed question about how quickly emergency vehicles could reach the property. County meeting minutes show that the administrator approved a Coastal Development Permit for lodging stays of 30 days or fewer, reversing the direction of an earlier March review.
Why emergency response almost stopped the permit
The project, PLN250338, concerns an existing 1,383-square-foot, three-bedroom home and a separate 227-square-foot garage, rather than a request to build a new hotel. At a March 26 hearing the administrator had directed staff to return with a resolution of intent to deny, citing concerns about emergency-response times under county zoning rules.
The applicant later submitted additional evidence about the route from Rio Road Fire Station. County staff verified with the fire station that responders use a direct ingress/egress connection to Rio Road, rather than a longer route suggested by ordinary mapping software. The April staff report described an approximately eight-minute operational response time using that route and concluded the application satisfied the applicable standard.
What did the April 30 hearing decide?
According to the county’s April 30 Zoning Administrator meeting minutes, the official found the project categorically exempt from CEQA under the cited existing-facilities rule and approved the Coastal Development Permit. The administrator incorporated staff corrections and required an updated additional condition. The approval does not mean that every address in Carmel Point qualifies automatically, nor does it establish that the home was advertised or occupied by vacationers as of October.
The published application proposed a maximum of seven overnight guests and 10 daytime visitors. Readers should check the executed permit’s actual conditions before treating applicant numbers as unconditional rules.
Why this matters on Scenic Road
Carmel Point neighbors raised concerns about parking availability, weekend guests and use of a residential street. The county’s record shows that a decision on one parcel required specific findings about fire access and neighborhood compatibility. It is not equivalent to a citywide vote to relax vacation-rental laws or a new visitor-accommodation building.
For questions about the decision, refer to PLN250338 / ZA 26-046 and the applicable approved resolution. The project staff report identifies county planner Jose Mendoza and the land-use hearing file. Future operations must comply with every permit condition and other applicable county licensing requirements.
