CARMEL POINT, Monterey County — October 29, 2026. A 2026 building proposal at 26307 Isabella Avenue underscores the additional review required for coastal neighborhoods with known archaeological resources. Monterey County’s Zoning Administrator considered the application PLN240045 on June 25, 2026.

What would be built?

The revised proposal includes a 2,707-square-foot two-story house with an attached garage and a 1,126-square-foot accessory dwelling unit. The parcel is approximately 0.19 acre on the western side of Highway 1, within the Carmel Area Land Use Plan. County staff recommended a coastal combined development permit subject to 16 conditions.

Why is this not the first proposal for the property?

An earlier, larger proposal was reviewed in 2019 and later subject to California Coastal Commission conditions. County staff report that those earlier permits expired before construction began. The 2024 application introduced a different design, and the 2026 hearing included the ADU as part of that revised proposal.

What archaeological safeguards are being considered?

The county identifies the Carmel Point area as archaeologically sensitive. Studies have evaluated the potential for buried cultural materials and the need for monitoring or other protection when ground disturbance occurs. That does not justify any claim that cultural resources have been damaged at the property, and building authorization would still depend on the actual conditions of approval.

Is construction underway?

The June hearing record does not establish construction completion or current occupancy. Residents should consult the signed zoning decision and building-permit history for the definitive status.
