CARMEL POINT, Monterey County — October 29, 2026. A visit to the southern end of Carmel Beach can be simple, but beach entrances, parking and dog rules are easy to confuse with regulations at neighboring parks. The City of Carmel-by-the-Sea publishes a specific Carmel Beach access and safety guide covering the Scenic Road shoreline.
This is an updated practical local guide based on currently published city information, not a claim that beach-access rules changed on October 29. The city’s own stairway status note was marked updated in May 2024; visitors should verify conditions before going.
Which beach stairways does the city list as closed?
The city describes nine access stairways connecting the Scenic Pathway with Carmel Beach and identifies the access stairways at 10th Avenue and 12th Avenue as closed on its published beach page. It also identifies a sand-ramp entrance at the end of Ocean Avenue. Beachgoers should not cut across fragile bluffs to reach the sand: the city warns that doing so causes erosion and damage to plants.
Important distinction: This city guidance concerns Carmel Beach. It should not be confused with separate Carmel River State Beach access restrictions farther south. For those, read the Carmel Meadows News access report.
Scenic Road parking rules
According to the city, marked parking spaces along Scenic Road between 8th Avenue and Martin Way have no time limit from 5 a.m. to midnight. From midnight to 5 a.m., a resident parking pass is required. The city’s page says vehicles taller than 7.5 feet or longer than 20 feet may not park on Scenic Road at any time.
For accessible parking, the city lists four spaces at the bottom of Ocean Avenue and two on Scenic Road just south of 8th Avenue. Another public parking area is at the bottom of Ocean Avenue near restrooms. Always follow posted signs, temporary restrictions and accessible-parking rules on arrival.
Dogs, smoking and beach safety
Dogs may be off-leash on Carmel Beach only while under their handler’s voice control, according to Carmel’s municipal-code guidance; they must be leashed on the Scenic Pathway and other areas outside the beach. Owners must remove pet waste. The city also prohibits smoking in Carmel’s coastal recreational areas, including the beach and Scenic Pathway.
There are no lifeguards at Carmel Beach, the city states. Shorebreak, waves and rip currents can be dangerous even when the weather appears calm. Visitors should use official access points and stay aware of changing ocean conditions.
Why this matters locally
For Carmel Point residents, Scenic Road is both a neighborhood street and a heavily visited coastal route. Respecting parking limits and designated entrances helps protect shoreline habitat and reduce conflicts between residents, walkers, beachgoers and vehicles.
